Why Can't BART Do This?

New York's transit agency is cracking down on those who refuse to give up seats to the elderly and disabled. Violators could face fines of $25 to $50 and up to 10 days in jail.

BART needs a similar program, but is too busy shaking down the taxpayer (both management and union) and defending itself from lawsuits precipitated by a culture of Nazism allowed to thrive in its police department due in large part to an incompetent chief and a douchebag of a CEO (Dorothy Dugger).

Your point would be much stronger if you didn't resort to such wild hyperbole.
