Fare evasion

Watched KRON 4 news this morning and it showed MUNI employees actively chasing down Fare evaders and doing it very well. Why does BART not have this approach?

We saw MUNI agents/fare inspectors chasing people back into the system and handing them tickets for fare evading.

Fare evasion is a big problem in BART, I see it all the time. Agents make calls for the police but they never seem to be around to stop anyone.
