Interesting observation on a C-line train...

Hey all!
During a sweep of a train this afternoon, I noticed something interesting.
The leading A-car was in a state of semi-disrepair, stained seats, carpet in need of overhauling, littered, etc. Something caught my eye.
A sticker with the BART logo, a rendering of a BART train, and the words "Richmond Maintenance Facility."
Why was this present? It must have been new... because I haven't seen this before, at least on the C-line. I guess my question is, a) why is BART advertising that their maintence sucks (as was stated earlier, the car was in a state of disrepair), and b) Why was rolling stock assigned to the Richmond yard on the Concord line?
Any Train Operator, dispatchers, or Yard Operators help me out here...

I noticed those stickers too. I think Richmond has the best cars. They're the cleanest and they break down the least. I find it odd your car was not up to snuff.
As to your questions...
A) Richmond usually kicks ass. The stickers are actually a show of pride (just my guess).
B) There are SO many cars running on the C-line they "borrow" some from Richmond. They only go back home when they break or need preventative maintenance.

So do Richmond cars go back to Richmond yard regardless of the line they are in service on at the end of the night? Or how does that work? I know Concord yard is short on rolling stock... But is it really that bad?
Richmond cars that are
Richmond cars that are loaned to the C-line ONLY go back to Richmond when they break or for preventative maintenance. They "sleep" at Concord, Daly City or Bay Point. Concord isn't necessarily short, they just accumulate more car hours than Richmond.
BART is trying to even out the utilization of cars, so Richmond's see as many "car hours" or "car miles" as Concord's. That's why the "borrowing" happens.
In any case, Richmond kicks ass...and I don't even work there.

The test marketing seems to be happening on all the lines, though I have noticed it on Dublin-SFO cars, but that's what I usually ride.
I float between all the yards. My favorite is DC, even though I think their shops need the most help.

Yeah. The Rich line is the only one that doesn't borrow cars from the other lines. However, Richmond cars are borrowed by, and ran on every other line in the system. There's Richmond cars in Dublin.
Like BART emp said, they only go back to the Rich when they need repair, because yards do not like to work on cars that are not their own.

It's not that they don't like to, it's that they just don't because of "captive fleet." Hiss!!! The only exception is if the car won't move unless they work on it. (BOIP, ATO, unexplained door open, etc.)
