Why is it that so often at BART, those who are known by many to be incompetent or worse, get promoted into positions of greater responsibility?

It's part of the Peter Principle. People rise to the highest level of their inability.
BART doesn't want to lose
BART doesn't want to lose people who are good at their jobs so those people get stuck, while those who are not so good get "promoted", i.e. passed on to become someone else's problem. It's a real morale destroyer.

Definetly a morale destroyer. I have heard nepotism plays a major role. This inbreeding of ideas I believe is the cause of no changes possible. Bart has one of the highest fares for riders around. When you don't have to work, higher more relatives, then ask for a raise.

BART to the next city (sometimes two to three cities away) $1.75
AC Transit to the next block $2.10
Muni $2.00
Caltrain $2.75 in the same zone
Wheels $2.00
SamTrans $2.00
ACE Train $3.25
And to *really* do a fair
And to *really* do a fair comparison, compare BART to other suburban rail systems in other parts of the country. For example, to take NJ Transit to NYC the equivalent of taking BART from Fremont to SF is $10 one way. Chicago is similar. However, that money gets you a guaranteed seat, a place to put your luggage, and conductors who keep away the homeless/poor/troublemakers.

BART seems to be a fairly good value in comparison to both NJ and Chicago when time, distance, and fare are all considered.
